Subsidies are always a bad idea. So are other ways governments "help" their favored companies like restricting sales of or taxing out of state products at a higher rate.

Fed subsidies are invariably offset with a revenue stream, thus an excuse for raising fed booze taxes [in this case].

Do the math - this is a ridiculous spending - $4 million over two years for a $4 BILLION business. Now tell me that losing 0.1% will simply kill this business? I can understand temporary tax incentives to entice a business into a community but after a time, the business either succeeds or fails on its own. The $4 million dollars won't be missed - cut it - the subsidy is not needed (probably never was). Vinters - that is why you are in business - use your profits to benefit your business and not even this relatively small subsidsy should be necessary. If a small vinter goes under, then surely some of the larger owners will potentially purchase the property.

Subsidies are never needed. It is not the governments job to support businesses with other peoples money. If you want to help them, cut the business tax. Of course you can't curry favor and campaign contributions from the favored companies and industries if you don't play favorites.

Lower taxes, less regulations, less time to make big decisions, less time to get building permits etc
